What Is SSIRA?

The Social Security Independence and Reform Act of 2025 (SSIRA) replaces the broken pay-as-you-go retirement system with a permanently solvent, investment-based trust fund called the SSIF.

Section 1: Short Title and Purpose

(a) This Act may be cited as the "Social Security Independence and Reform Act of 2025" or "SSIRA."

(b) The purpose of this Act is to permanently replace the existing pay-as-you-go Social Security system with an investment-based model to ensure lifetime solvency, transparency, and independence from political interference.

(c) The SSIRA system shall serve only those who pay into it. All benefits are earned through direct contribution, and eligibility shall not be expanded without full funding and voter referendum.
